pin could be broken, actuator might not be actuating because of a bad vac line or eletrical connection, but since there is no vehicle or actual question here there is little specific help to be provided.
The easy way is to disconnect the front or rear prop shaft.

Perhaps something in your front differential is not right and it is spinning your front drive shaft, instead of vice versa.
