If vehicle has a carb. (not fuel injected) a normal condition. When you step on the gas pedal the automatic choke is forced to close allowing a richer fuel mixture so the vehicle will start .
Visit a gas station to get it fixed.
There might not be something wrong with the gas pedal, but with your knee.

yes, when you put your foot on the gas pedal the car moves. that's why the pedal is there

IT wont start cause on most cars when you press the pedal down the injectors will not spray out any more fuel that's why if your car is flooded people say to push the pedal to the floor
You can't adjust the gas pedal. Unless you cut and weld the arm of it.
Check the throttle position sensor or the idle control motor

Many cars require you to press the gas pedal when starting the car. It's quite normal.

This is a fuel injected vehicle. if you touch the gas pedal to start it you could flood it. Maybe your wife starts it without touching gas pedal.
if the car is completely out of gas then it take a little while for the fuel pump to get the fuel to the engine, but i got an alternative, when you turn the key on just let it sit for a second and don't press the gas pedal or try to start it, it should let the gas get to the engine.
