No, removing the oil filter will only remove what oil is trapped in the oil filter. If you cannot get the drain plug off then you will have to insert a tube down the dipstick tube and pump the oil out. My advice it to take the vehicle to a trusted mechanic and have them remove the drain plug. It can be removed with the proper tools.
