Depending on the age of the child, the parents could be charged with neglect.

Additionally, the child could be taken by social services, put into foster care, or even sent to juvenile (depending on the situation) where they would be forced to go to school.

So, in a nutshell, parents CAN be held responsible for the actions of their kids.

Are parents held responsible if a child drops out of school for his actions?

In a lot of states they now have truancy laws. This means parents can be punished for not making sure their children are attending school. By punishment I mean being on probation and some even have jail time. The government expects that we as parents raise our childrent o be productive people. Not going to school, is not productive.

What are the necessary accommodations for a student with aspergers to be successful in school?

Each student is going to be different, thus there is not a list of accomodations that will fit everyone with Asperger's. The IEP (Individualized Educational Plan) is what most school districts use to spell out, in writing, ALL of the needs and accomodations required for the success of a special-needs student. The IEP is written by and approved by the IEP "team", and the parents and the student are all part of that team. Parents (and student!) should never hesitate to voice any of their concerns or to ask for every possible accomodation that they think will benefit their child and his success in school.

Can an 18-year-old high school student in North Carolina move out of her parents house and continue high school in another location?

Yes she could move out of her parents house but I don't know about starting high school again. But I think that once when you move out of that house then you are going to slack off and not graduate. Maybe you should think about it after you graduate from high school then going to college or university and then move away from home.
