Yes. Puppies cry just like human babies do at birth. And the reason for this is because it helps clear the lungs of aniotic fluid and the crying actually get rids of it and replaces the fluid with air. Puppies just like human babies grow inside their mother's womb and inside they float in water called the anoitic fluid. This fluid helps proctect the embyros and also it's constantly breathed in and out so the lungs can develop properly. The aniotic fluid has many purposes other then protecting emybros and also annother reason why puppies whine when they are born is because they're cold. Puppies are born wet just like human babies are and wet fur can cause a puppy to shiver and of course "cry" because they were living in a warm enviroment in their mom's belly and then they had to come out into the open where the air feels cold and chilly and crying is the only way to say that they are cold. Puppies are just like human babies so they will constantly cry for when they are hungry, loney, tired, or whatever they need. And also they don't know where they are either since a puppy is born helpless and with tightly shut eyes they can't see nor smell or even feel their way around their new enviroment until they get older. This is why newborn puppies cry when they are born because they are new to the world and they don't know where they are or what is going on. Same with humans at birth.
