No. The purge valve is part of the EVAP system. The EVAP system reclaims and burns the gasoline fumes from the fuel tank and prevents the fumes from escaping into the atmosphere. A faulty purge valve would cause the "check engine" to illuminate but not cause the engine of the vehicle to "die".
The 2003 Kia purge valve solenoid is located on the firewall in the engine compartment. The purge valve solenoid will be on the passenger side of the firewall.
Assuming this is a 4.3L engine, the canister purge valve is located on top of the engine on the drivers side towards the back.
The canister vent valve is located in back close to the fuel tank. The canister purge valve is located up front on the engine. If you're looking for the purge valve, look for a black plastic vacuum line under the hood that has a green dust cap on it. Follow that black line back to the engine. It will be connected to the purge valve.

This code indicates an incorrect Evaporative System Purge Control Valve flow. Can be caused by clogged, disconnected, or broken vacuum line between the EVAP Canister Purge Valve and intake manifold or bad Purge Valve itself.
Purge flow incorrect. The computer has told the purge valve to open and saw to much change or no change in how the engine ran. This means that the electrical components are hooked up but a vacume line is unhooked or plugged. The evap system is damaged so the the purge valve does not have anything to do. Rusted out or damaged lines under the car can cause this.
If the purge valve was causing the fault, the light may go out. If it was and it didn't you may need to re-set the system.
On top of the engine. Look for a plastic tube with the small green service cap then follow that line back to the engine. That line is connected to the purge valve. You will have to remove the black plastic engine cover to expose it.
