All mice rats will resort to cannibalism if starving but female should be ok, remove any adults other than mother. Even with hamsters after a birth you must remove the males/non mother females-they will eat them over regular food. Don't touch any babies you don't have too since they are almost blind that's their recognition (smell)

It's most likely they dumped their food bowl. So, there is probably food in their bedding that they can dig up and eat. Rats only eat their babies if they are born dead. :(
