The answer is yes. When I bought my 2004 ram I took the rims off of it and tried them on my 2001 which I also had at the time to see how they looked on it. The 04 rims fit the 01 Ram no problem. The answer is NO. I found out the hard way the the 20" rims from a 2003 or new Ram will NOT fit a 99 Ram. After several hours of driving from shop to shop trying to figure out why the wheels seems extremely out of balance on my 99 Ram the guys at NTB finally figured out the problem. Although the 2001 Ram have the same body style ad the 99, they do NOT have the same wheel hubs. The 2001 wheel hubs are the same as the 2003 or newer hubs. I belive they converted from standard to metric. This change made the diameter of the center circle of the newer wheels smaller than the center cone on the hub of the 99 Ram. I don't know about any other year but I do know from personal experieance that the newer rims do NOT fit a 99 Ram. I may try filing the center hole on the rims to make it fit. I'll let you know if it works.
