First of all are you talking about the valve covers or the valves them selves because if your talking about the valve covers then over tightening them will break the gasket in between the valve covers and yes the engine will smoke and if your talking about your valves themselves then the only thing that will happen is the intake valve will let oil into the cylinder and will foul out the spark plugs

if you have a first gen (1989 to 1993) 12 valve cummins.turn the fuel screw one turn or more turns to create horspower and torqe and black smoke. but if you have a gen 2 a (1994-1998) then you have to move your fuel plate up.
Best bet is going to be to plug a chip into it. Get a lot more power out of her, and lots of smoke!
You need to replace the EGR valve. Make sure to replace the plugs too after that.

Yes, the oil will be pushed through the valve guides and be burned resulting in the car smoking.
I would suspect the valve seals are worn. When you shut the engine off, the oil that is on the valve stems, slowly seeps past the seals into the combustion chamber. At start-up this oil is burned away creating the blue smoke. The oil will not seep past the seal while the engine is running. It can be fixed without removing the head but unless it get excessive, I would just leave it alone. Just make sure to check your oil level regularly, as it will eventually need topping off.
Yes, but so would really worn valve stems or guides. Either case, you gotta take the head(s) off, then do both! Head gasket(s) and a valve job.
