Possibly, but the ultimate determination would be what the server is being used for. If it's simple web-hosting, it is possible to ditch the unneccessaries such as a GUI, or at least not load them unless deemed necessary. In general Linux has shown to be better at scaling to use large amounts of resources effectively, but this mainly affects supercomupters
