Bleach stains cannot be removed from black clothes. The bleach took away the black dye, and it cannot be put back. You may want to try redyeing the spot to match, but the clothing is most likely ruined.
Bleach rinses out of clothing and what you have left is the absence of color in the clothing that you put bleach on. The only way to remove the spots with no color is to redye the item.

The only way I have been able to get mold out of clothing is to bleach it. Let is soak in a mix of bleach and water. Unfortunately you also loose color. Works great on white clothing.

You could bleach the material and then dye it the colour you want afterwards.
Yes because vinegar and bleach are both bases there for vinegar would act the same as bleach would on clothes, and i also know because I've done it before it works just fine

Well because Vinegar as more acid than bleach which makes it evaporate faster, and because bleaches chemicals are more adapted to the air.
