After being drunk or used it ends up in the sewage system one way or another. It is then treated (hopefully) and discharged into a river. It flows into the sea, where the heat from the sun will cause it to evaporate, forming a cloud. This can travel inland, where it may rain. Rain that ends in a reservoir will then be drunk or used again. So water cannot run out, since it is constantly recycled.
Note: the same is not true of other Natural Resources such as oil.

Good quality water can be used up from aquifers if no regeneration of the supply by infiltration occurs or if the waeter becomes contaminated.. Surface water can be made less potable (run out for some purposes) by contamination from industry, municipalities or agriculture.
If you ever run into a situation where you don't have anymore clean water to drink, there are ways to sanitize your own water for drinking like boiling it. You should find a stream or body of water around where you are, but avoid saltwater, because it will only dehydrate you more.
To be honest it will probably get entirely polluted before it will run out. I doubt it will ever run out because there's new water being formed and destroyed daily. For water to "run out", weather would have to stop, the oceans would have to dry up, and a lot of other things that contribute. The world running out of water is very unlikely seeing as how it's like ~70% water.
What ever the water suppy is comming into your house. -- If the main water comming into your house is 70 degrees then it should be the same after you run the water for a little bit inside your house. If you are not using water inside your house and it is 80 degrees inside. That is why you run the water to clear out your lines so it will be the same as main water.
