Considering perfume and cologne contain alcohol the answer would generally be no, although not impossible. It would depend on the product's specific alcohol content, how cold it is, and duration spent within that temperature.

To quote from another thread:
"As most perfume is alcohol (mostly ethanol) based, you'd have to get pretty cold overnight to get to below the freezing point. Roughly speaking, perfumes contain the least alcohol (10-20% by volume or so) & therefore their freezing point is higher than the colognes, which tend to be approx 80-90% alcohol by volume. The freezing points of these 2 relatively then would be about -5 to -9 degrees centigrade for perfume all the way down to -60 to -73 degrees centigrade. Pure alcohol (100% ethanol by volume) freezes below -115 degrees C!"

Perfumes, colognes and fragrances all together DO indeed expire. Usually stores will only stock a fragrance for 12-18 months before removing it from their shelves. Although, fragrances usually take 3-4+ years before you will notice a change in the scent.
