Technically, if you play a game on Xbox one that you played on the xbox 360 then once you start playing you will get all the achievements (basically like double gamerpoints) but not in-game progress*. *some games like happy wars and world of tanks etc. save in-game progress and achievements.
I think it is illegal to modify a game save on the Xbox 360 because you are editing a genuine save file which shouldn't really be messed with.

Well it'd depend on what game and if you added live to an original account with a saved game OR if you have a separate account with live. As for a MW2 example If you add live on the same account it should save ALL progress If you want to transfer you'd probably have the campaign progress but no multiplayer online progress Check out xbox.com for more info.
