Hi: because your air handling unit is obviously containing your cooling coils which act as dehumidififiers with hot moist air. The moisture these cooling coils extracts from the air ends up collecting in these pans and should drain to a safe drainage area via drainage pipe before over filling. Nothing unless you have bought an oil filter the has been made for an upside down type application. Ask the parts person for that type of oil filter and it will also say on the box if it is an anti drain back filter. Almost all filters have an anti-drain back valve built in that prevents this.
