In order to remove the scratches and Haze on the plastic you must first wet sand using 1500 grit, then 2000 grit and lastly 2500 grit. Also use a soft block so the sanding is even.
The wet sanding will remove all of the heavy scratches and the haziness. Each step of wet sanding will result in a smoother surface which will be easier to buff up.
Once sanded the headlight plastic should be smooth and scuffed. You will then have to use a buffing wheel with a medium grit compound. This will bring the shine back to the plastic by removing the micro scratches created by the wet sanding.
Once you have a nice shine you can throw a coat of wax on them and wipe them down with a micro fiber towel.

First rule out an obvious cause like a burned-out lamp. Do this with the key on and headlight switch on, in both low-beam and high-beam. If you don't find any, with the headlight switch and key on, look where the beam of light passes through the plastic lens on each headlamp assembly. If that lens is clouded and/or scratched such that it is lit-up by the headlights, that's where the light intensity is being lost. Unfortunately the only remedy is to replace the entire headlight assembly - probably both sides - and they're expensive. I just got this diagnosis from the VW dealer.
