No. It's purpose is only to prevent fuel from entering the main jet and emulsion tube. If it were defective, either the motor would occasionally backfire (stuck open) or not allow the motor to run (stuck closed). Either way, the motor would still turn over.
You could have a sticking solenoid on the starter, you could have a defective starter button, or your solenoid wires may be set up in a way that causes the current to ark between points when it's not supposed to.
Discharged or bad battery Battery cables loose or corroded Defective Starter or starter solenoid Bad Neutral or safety switch
Blown fuse, defective fan motor, or defective thermal relay.
Defective CV joint.
Did you put the small solenoid wire on the correct small terminal?
Defective CV joint or bad wheel bearing.
You can adjust the valves on your 17 horsepower Briggs and Stratton engine by turning the adjustment screws. The adjustments screws will determine how much fuel goes into the piston chamber.

Defective starter solenoid. It's the key or ignition or both I speak from experience I had the EXACT problem.I checked the battery,the starter,silinoid,starter relay and nothing.Everything was still good.I took it to a ford dealer and had my key replacedand vehicle reprogramed.It worked
