Probably not. You are talking about two different systems here. Things that may cause a fuel pump not to operate properly would be fluctuating oil pressure (there is a safety switch that shuts the fuel pump down when oil pressure drops) a clogged fuel filter, an electrical short or fuse not making a good connection, or a weak fuel pump. The sputtering might also be caused by clogged fuel injectors or bad coil or spark plug boot or spark plugs. If you know you aren't getting good fuel pressure you should probably start with the fuel filter. Good luck to you. hope this helps.
Most common cause would be the plus wires. Dampness causes them to arc and the cylinder that the wire is arcing on won't fire causing a miss/sputter.
Fast idle motor is not functioning properly.
A faulty muffler will not cause this but a clogged catalytic converter will.
A bad fuel pump will cause your vehicle to not start or sputter and then stall. A dirty air filter can have the same symptoms.

Other posts I've seen suggest it is a weak fuel pump and went on to say it was the one in the tank that was replaced and not the one next to the fuel filter under the drivers side of the car. I will try this on my car tomorrow and see if it fixes the sputter.

If the smoke is black it could be caused by a faulty fuel pressure regulator which could be causing the engine to get too much fuel.
This little gem goes in the tailpipe where your exaust header bolts to the pipe leading to your catalytic converter. Apparently someone thinks you have an exaust leak, causing the sputter.
My camero doesn't sputter ever, even when you accelerate.
It's lean. Check for vacuum leaks, and make sure the fuel supply is functioning properly.
