Usually when a relay fails, it's gone. it is possible for it to fail if it gets too hot and come back after it cools. so I guess the answer is yes, it's possible.
Because almost all living thing depend or rely on one another to survive. The lose of 1 species would cause a chain reaction.

Interdependence means that the cells rely on each other in order to function properly and/or survive.
We would be forced to rely on alternative sources of energy - such as nuclear, wind, solar and wave-power.
Either the pump is bad, or there is a short in the power wire somewhere. Sometimes you have a bad fuel pump rely too.
where is the fuel pump rely on a 2005 f150 with a 5.4
i have also replaced the throttle body with the fuel injectors the i have tested the fuel rely and it does work
The fuel pump rely is located in the trunk in the compartment in between the rear speakers a small black rubber plug.
Need to know what year S10 you have to tell you where the fuel pump relay is.
I am working on the similar problem but mine has a bad fuel pump in the tank. I was looking through the manual, before removing the tank, to see what might be simple to fix that could be causing my fuel pump to not work occasionally. I would replace your fuel pump relay first. the contacts in the rely might be hanging in the on position and not releasing. The pump will run for a second or two when you turn the ignition on (right before you start it) and it will run a few seconds afterward. but if its running for more than a couple of seconds either way. then you may have a rely problem. How i found out it was a pump instead of the rely was. I carefully poured a 1/4 cup of gas into the throttle body and opened up the butterfly valve and then turned the key. if it tries to start then it a pump or rely. Of course, as always, USE CAUTION and do not do anything your not comfortable or confident in doing, while working on a vehicle. It may cause serious injury or death.
Under the hood at the fuse/relay center.
Open the fuel filler door, and remove the fuel cap, and have someone turn the ignition switch on without starting the engine, while you listen at the fuel filler opening. If you hear the pump run then you at least know the fuel pump fuse and fuel pump relay are good. But that does not necessarily mean the fuel pump is pumping fuel it might just be running. The only way to verify if it is putting out the proper pressure is with a fuel pump pressure test. If you do not hear the fuel pump run for a few seconds and then shut down, check the fuse and the rely for the fuel pump. If the fuse and relay are good you know the pump is defective and needs replacing. Be sure and replace the fuel filter.
For a 1999 Mercury Cougar : In the Power Distribution Box ( which is " live " ) located in the engine compartment ( on the drivers side of the engine compartment ) ( relay R1 is the fuel pump relay )
In a 1999 Mercury Mountaineer : In the Power Distribution Box ( which is " live " ) located in the engine compartment , on the drivers side of the engine compartment ( relay # 5 is the fuel pump relay )
It sounds like you have a fuel delivery problem or no spark. First check your fuel pump and make sure it is working and then try the fuel filter. If those are ok see if you are getting spark to the plugs. You can do it in any order. But this should be done first, replace the fuel pump rely, $15 part. It cost me $300 and a rental car to find out about the rely. Hope it helps.
Relay # 5 in the power distribution box in the engine compartment is the relay for the fuel pump and RAP module ( the power distribution box is " live " )
