When an engine is seized up, it will not turn over. The crank cannot make a rotation. Take hold of the main pulley and try to turn it. When you cannot turn the engine over, it is seized.

Low oil shouldn't affect the starting of the engine (Unless oil has completely run out and engine has seized) better keep oil at correct level though. Starting rpoblem is related to something else like distributor, plugs, lead or starting motor itself.
