In an open circuit no cuttent can flow so the switch would have to be in the off position- the switch is open and not completing the circuit. A closed circuit is one where current can flow all the way through, the switch would have to on and therefore closed.
a circuit with no resistance or zero resistance can be considered as open circuit in which the current is zero. without resistance the circuit just becomes open ()
You would have to specify the circuit.
It could act as one when the circuit is closed, but when the circuit is open, I believe you would define the air as the thing resisting current. In basic circuit problems the switch usually doesn't have any resistance of its own (ie as negligible as the resistance in a wire, so it is ignored).
There is no particular benefit for having a higher open-circuit (or 'no-load') voltage. In fact, an ideal voltage source would have no internal resistance and, therefore, its open-circuit voltage would be identical to its closed-circuit voltage.

Are we talking electricity here? And a meter for testing current flow? An ammeter measures the amount of current (in amperes) in a closed, powered electrical circuit. The formula, e=i*r (Voltage = current * resistance) when solved for i is i=e/r So if you have 120 volts flowing through a circuit that has a total resistance of 8 ohms, the current would equal 120 / 8 or 15 amperes. - wjs1632 -
An example of a closed electrical circuit would be a battery to a light bulb, the only source of power being the battery and no other input from an outside source. Like video cameras in a store they would be considered a closed circuit surveillance system so long as the signals stay inside the store and don't leave to a remote location.
This is called a closed circuit. If current was not flowing, it would be open.
