you can do it by removing the balancer or by removing the water pump... its not easy either way

There is a bolt at the base of the distributor. Loosen the bolt and the distributor can be turned to adjust the timing. A timing light needs to be used at the harmonic balancer to make the adjustment properly.
My 92 PA had the same problem. It turned out to be the harmonic balancer. This pulley drives all the belts in the system. It can be quite easily checked to see if the rubber has deteriorated.
DIFFICULT _--_ 1- REMOVE TIRE__ 2- fender liner__3 - use vice grip chain wrench to hold balancer, > turn bolt with one inch breaker bar - chain wrench hits frame__with impact wrench have lots of air. 4 - pull off balancer with puller - tough pull. Recommend, find a solid metal balancer, rubber will detoriate again. When sensors are changed, computer settings will be changed and car will not run until reset. Hurrah for computers and rubber parts, business is great. Car is out of date for dealer. To reset computer in car - 1 - need computer or lap top computer__ 2- program and adapter_3- found on Internet.
