Your make and model are not critical to my answer, as most vehicle turn signal systems are very similar, if not identical. This "generic" answer applies to most, if not all, vehicles having this problem. As best I can understand your question, it appears that your turn signal light bulbs at the front, rear, left, and right of the vehicle ARE WORKING, but the INDICATOR lights IN THE INSTRUMENT PANEL are NOT. The first step in diagnosing the cause of this problem is to turn the ignition ON, but it is not necessary to start the engine. Then set the turn signal lever to ON, left or right does not matter, as you will check the other position momentarily. With the ignition key ON, and the turn signal ON, walk around the vehicle to determine if both front and rear lights are flashing. If they are, change the lever to the other side, and again check to verify that both front and rear lights are flashing. IF all turn signal light bulbs work, then the problem CANNOT BE THE FLASHER MODULE!!! If none are working, then the problem PROBABLY IS the flasher module. If the bulbs ARE flashing, then the problem is either in the wiring, connectors, or sockets to the left and right instrument panel indicator lights, OR the indicator light bulbs themselves. Since it is VERY UNLIKELY that BOTH indicator bulbs would fail simultaneously, the MOST PROBABLE cause of the failure is related to the wiring or connection CONTACTS, anywhere between the flasher module and the non-functional indicator bulbs. The next step is to check out this section of wiring and the bulbs. IF there is room, this can be done by "crawling" [so to speak, but not literally] up behind the instrument panel. IF there is not room to work, you will have to "pull" the insrument panel, but try to do it carefully and gently, WITHOUT DISCONNECTING or damaging anything. Once you have the instrument panel pulled outward for access to the wires, connectors, and bulb sockets, it wouldn't hurt to first Remove the bulbs, clean the bulb and socket contact terminals, and Replace the bulbs in their sockets. Sometimes, IF the cause of the failure is CORROSION on the bulb or socket CONTACTS, this R&R step will clean the contacts allowing electricity to get to the bulbs. AFTER the R & R, run the switch ON tests again. With luck all will work as supposed to. If not, REPLACE THE INDICATIOR BULBS with NEW ones, and TEST AGAIN. If the new indicator bulbs still do not operate, then you will have to troubleshoot the wiring system between the flasher, the turn signal switch, and the bulbs. Look for a loose or disconnected connector, a cut, broken or chafed wire, a broken or cracked bulb socket, OR corrosion at any of those connections between the flasher and bulbs. You did not mention if it is a bulb problem or it will not flash. If it blinks faster on one side than the other, then you have a bad bulb. Check them and determine which is not working and replace it. If the indicator stays on steady, then you have a flasher problem. it will not flash
I have a 97 Park Avenue and the flasher is located on the top of the steering wheel, right in the middle. If you are looking for the flasher module it is in the under the hood in the fuse box

The flasher in a 1994 Park Avenue is located under the dash on the drivers side under the panel. Simply unscrew 3 Philip screws and a wing nut in the corner and it is on a metal brace on the back of the panel. have fun

Cost $700 in labor to replace the flasher as the dealer could not locate it. Supposedly the entire dash had to be removed on my 1997 Park Ave..
I suspect it is because the pedal return is weak. My Park Avenue does the same thing. I can lift the pedal with very little pressure from my toe and the indicator goes off.
The flasher on most cars is located around the fuse box under the dash, or attached to the underside of the dash. It is a small round cylindrical Can made of aluminum, or plastic.
It's located directly under/behind the main fuse block in the glovebox. It's on a separate fuse block which holds flasher, door chime, etc.
Up under the drivers side dash. Need to remove the floor panel on the drivers side - then put the flasher on feel for the clicking one - it is about 1/2 way up on the left and held to the dash with a clip.
