Check the tensioner on that belt it has to be adjusted properly too tight or loose can cause noise or premature failure.

Possible its time to change those brake pads out. The whining noise is possibly the metal grinding to your rotor, which would cause your wheel to shake. Consider getting those rotors turned as well.
