This is really a question for the doctor who oredered the sonogram but if the person was pregnant it sounds as if she has had a miscarriage. If there is nothing to see the bleeding should stop soon.

You would like to know why you would need to have a sonogram 3 weeks before due date because the doctor thinks the baby is a little small?
The doctors would be wanting to know if the baby is really as small as it seems to be. It is very difficult to tell from the outside. It may show that there is no problem, or it may be able to tell if there is a cause for the growth to be less. There are a multitude of reasons for small growth. This can sometimes be caused by a problem with the placenta, resulting in insufficient nourishment for the baby, but whatever the cause, an ultrasound can be well worth having as so many of the baby's systems can be checked out as well as those on the mothers side. So they are looking to see if firstly there is any problem then, if so, for a cause and lastly, if there is a reason to intervene.

This is anywhere from a month to three months before the foal's due date. So no reason to see any signs of labor. 44.25 weeks would be around 310 days which is considered the lowest gestational age for the foal to be mature enough that it won't require additional intervention to insure viability.
