Vinegar is the common name for acetic acid, a small organic acid with the formula CH3COOH. It is composed of two functional groups: a methyl group (-CH3) and a carboxylic acid (-COOH). Carboxylic acids release a proton in water, making it by definition an acid. Vinegar commonly has a pH of 3, also placing it in the acidic region of the pH scale near Coca-Cola and beer.

As it contains acetic acid you could consider it acidic, but vinegar itself contains an acid and is not an acid.

A common test for acids is the use of a litmus strip. An acid will turn blue litmus red. Another test would be to combine it with a known base and testing the products of the reaction.
