yes because the battery is what helps the car power most of the car.
I would check the fuses in your 2003 Intrepid. If you had a bad battery, the lights and hazards would be dim. The heater, turn signal and windows may be on the same fuse.

YES. THEY ARE WATERPROOF. from personal experience, water does get inside the motor and battery slot but they do not stop working. All you have to do is take out the battery and wipe it down and it will be fine.
The phone is probaly already shorted out and nonfunctional, changing the battery would likely do nothing as the damage is already done.
Check the fuses
blown fuse in the fusebox.
more than likely you have a blown fuse in the fusebox for the power windows.
Installed the battery backward. A short. Or a fuse blew.
