yes. But not all tattoo parlours will allow it as many have minimum age limits of 16.
Another View: (In the US) I do not believe that there are any LEGALLY OPERATED tat parlor that would tatoo a child that young. The operator would be subject to charges of committing assault a minor as well as leaving themselves open for a suit for civil damages. Minors are legally incapable of "consenting" to such procedures.
