Yes. The bill can be sent to collections, who will normally try and come to a payment arrangement with you to pay off the account. You may lose service/benefit for a short time so that the bill can not be increased in the meantime.

I dont know what state you are from, but in Indiana as long as you are paying something then they aren't going to do anything. They will call and call and call........, but they wont do it. Besides IF they send you to collections then they wont get all of their money. Just call and talk to the payment office( what ever that is called). Jst say "look I am paying all that I can. No, it's not legal. Write him a letter saying that he can't do that, then deduct the gas bill from your rent each month, and send him a check for the remainder.
