The switch should be where your light are. You just pull out on the light switch but the fog lights will not come on unless all lights are on.
Often the switch on the dash that controls the brightness of the dashboard lights will also turn on the courtesy lights if you turn the brightness all the way up. try to turn the interior light switch off near the the headlight switch ( dimmer switch) is most likely in the on position

There is a adjustment to dim the dash lights the adjustment may be turned dow, some models have a wheel type switch or similar, check owners manual. It is called the rheostat.
You didn't state weather it was an Automatic or Manual transmission. Well any way they are both on the transmission. Manual transmission has a separate switch for the backup lights the automatic is built into the neutral safety switch on the transmission. Automatic switch is about $50.00. Manual switch is about $10.00. Hope you have a manual it is a lot cheaper.
there should be a button on your dash next to the scroll type dimmer switch that activates the dome lights....that switch is a (either or type) switch that allows you to either have the dome light come on when you open the doors or not to come on.....Look in your owners manual
