Why would the dome lights work when manually put on but not ON the entry delay switch on a 1999 Tahoe?

there should be a button on your dash next to the scroll type dimmer switch that activates the dome lights....that switch is a (either or type) switch that allows you to either have the dome light come on when you open the doors or not to come on.....Look in your owners manual

There is a courtesy light time delay control next to the dashlight dimmer switch. Set the delay switch to off or minimum to turn off all lights when you lock the doors. Having the delay switch on will sometimes cause the battery to "dump" the charge leaving you with a dead battery after a short time.

Some vehicle makes have a delay or timer on the parking lights, allowing the driver and its occupants to exit the vehicle and, say, enter their place of residence. They should shut off within 15 to 30 seconds, depending on the installed delay. On my '96 Outback Wagon there's a rocker switch on top of the steering column, just forward of the steering wheel. It is marked with a "P" - if it is switched ON, a red color bar shows toward the driver. Try switching it to the other position, parking lights should be OFF. I think there's a separate switch because on the Outback, the lights controlled by the regular steering column switch go on and off with the ignition. I know of other cars that have a similar switch there for the hazard flashers, but on the Outback, it's the parking light switch. ;-)
