Some vehicle makes have a delay or timer on the parking lights, allowing the driver and its occupants to exit the vehicle and, say, enter their place of residence. They should shut off within 15 to 30 seconds, depending on the installed delay.
On my '96 Outback Wagon there's a rocker switch on top of the steering column, just forward of the steering wheel. It is marked with a "P" - if it is switched ON, a red color bar shows toward the driver. Try switching it to the other position, parking lights should be OFF. I think there's a separate switch because on the Outback, the lights controlled by the regular steering column switch go on and off with the ignition. I know of other cars that have a similar switch there for the hazard flashers, but on the Outback, it's the parking light switch. ;-)
Many modern Subarus have a small rocker switch on top of the steering column to operate the parking lights with. This switch will operate the lights regardless of whether the key is in the ignition or not.
The manual running light switch may be "on". It is located on top of the steering column, near the dashboard guages, in a 1998 Legacy. The switch operates the lights without requiring the ignition switch to be on.
Do you mean the parking lights? if it's the parking lights that are on, check the switch on top of the steering column.

The short answer would be to turn on the parking lights.However, here's a little more detail. Subaru has begun designing cars that turn off accessories when the ignition is cut off. This includes cigar lighter plugs, headlights, parking lights, etc. The switch on top of your steering column is to allow you to bypass the system and turn on your parking lights when the ignition is off...which would be useful if you broke down on the side of the road at night.

there is a switch that sits on top of the steering column just look between steering wheeltop section and there it sits on the flat section of the column between the levers for wipers and lights
It's on the top of the steering column, just behind the steering wheel.
