He's going to have to learn his lesson. You could ground him and remove privileges. You could march him back to the place or person he stole from and have him admit it and, if necessary, face the consequences. Whatever you do, though, you must be firm about it. If you ground him, don't let him out of it, no matter what. If you remove privileges, don't give them back until the designated time, no matter what. If you take him to the store manager and the manager isn't satisfied with an apology, stand firm with your son even if the police become involved. He has to face the consequences of stealing, because if he doesn't, he will continue to do it. An 11 year old child should know better and is way past the age that a child learns that stealing is wrong (unless he's mentally challenged, which you have not indicated).
