This is nothing to seek blame for. He may be transsexual. While you may disagree with transsexuality, you should first remember that the emotional well-being of your child is at stake. Many trans people have horrible stories of childhood trauma due to unrelenting parents enforcing gender norms. Why don't you either find an open-minded therapist for him to talk to, or else let him try dressing as a woman at home? A therapist can help determine whether your child is transsexual, or whether this is just a phase. Trying things out for a little while can also help - it will allow your child to explore this, and if it is only a passing interest he has, it will be over and done with and out of your hair.

It depends on the state in which you live. If you were cut off and the other person was ticketed, then it is his fault. If he wasn't caught or there were no witnesses, it's technically your fault. If you live in a no-fault state (Find out from the DOT) then it's nobody's "fault," but it is up to the insurance companies to duke it out.
