Float leval wrong are bad floats. Low fuel pressure, stoped up fuel filter. May not have gotten the carburetor clean enough. IT is running to lean.
So which is it? Carb or Throttle Body? Throttle body is a single (sometimes 2) electronic fuel injectors mounted in a carburetor LOOKING device that sits on the intake manifold. A flooding throttle body injector system is caused by faulty electrical to the injector or more likely a sticking injector. If the problem isn't too severe yet, use some injector cleaner before you spend a lot of money. If it's a CARBURETOR, you have a sticking needle & seat or a damaged float inside the float bowl. It's a relatively simple job to rebuild the carburetor but if you have never done it before, you might want to just replace your carb with a rebuilt one.
It sounds like the governor linkage is frozen, jammed, or out of adjustment. Locate the throttle shaft on the carburetor body, start it up, and put the engine under load. As it dies, you should see the governor link open the throttle completely up, to compensate for the lower engine speed. If it does appear to operate correctly, the problem will be carb related, probably a blocked main jet or air bleed, and should be cleaned and rebuilt.
