Been there. Grab the stering wheel with your left hand and yank it sharply to the left. That should unlock it, so you can turn the key. Once you have to do this, it is likely you will have to do it occasionally.
I have a 2004 Neon and I turn it off by disconnecting the positive battery cable and then turning the ignition key to the "On" position and hold it there for 1 minute.

have you tried pushing in on the ignition as you turn it.you may have to push hard.that should be just a new ignition,otherwise it could be in the ignition circuit. I also had this problem and the dealership could not fix it. so I replace the Ignition switch and that fixed the problem.
try turning your wheel a little bit(it should turn one way a little bit then stop try moving it back and forth) while you try to turn the key
