Should have some kind of a synchronized solenoid to engage the front diff. go to a parts store to look at a wiring diagram to trace it down or stop in and ask about it at a dealer. they will usually help if they are not too busy. The above isn't entirely true. on a 1986 S-10 Blazer the front hubs are actuated via a vacuum system. Under the hood of the s-10 will be a black plastic ball. (A little bit bigger than a softball.) There should be a single vacuum line hooked to it. This is what causes the front hubs to lock.
It is rear wheel drive, until you shift it into 4 wheel drive.
It could be the shift motor on the T Case. Or it could be the automatic shift button switch on the dash.
Never heard of a "front wheel modulator" on a S-10 Blazer. If you mean hub, it is the wheel bearing assembly. If you meant 4x4 shift solenoid then depends if it is shift on the fly or not. The ABS has a modulator, but not sure what you mean.
iF THE TRANSFUR CASE IS STILL IN GOOD SHAPE, YOU CAN SHIFT INTO 4 HIGH ONLY WHILE DRIVEN OR MOVEING.
If the transfur case is still in real good shape, Then you can shift it on the go to high only. That's the way factory made it. To shift to 4 low you must be stoped.

possible bent shifting fork in the transfer case, possible electical issues. I'd suggest taking it to a reputable shop to have it checked out.
