It could be a faulty high presure cut off switch, it is located in the High Pressure line or at the evaporator. I would check there first. It could be a fault in the HVAC control in the dash, or a multitude of other things. Seems you are on the right track, checking for voltage at the compressor.

yes if the compreser is cycling on and off it could mean that you don't have enough freon
Check the following.............. 1. Freon level. 2. Bad accumulator and expansion tube.
Charged on the low side service port. If you connect a small can of Freon to the high side with the system on, the can may explode from the high pressure introduced into it.....
