It means either the alternator or the voltage regulator is failing, assuming your electronic instrument cluster isn't going bad.
Look on the rear of the 91 Lincoln alternator. If there is an a external regulator then you will see it mounted there.

Wilson the tensioner pulley and remove the alternator belt. Remove the wiring to the alternator. Remove the alternator retaining bolts. Remove the alternator and replace with a new alternator.

Loosen the tensioner pulley. Remove the alternator belt. Remove the wiring cables from the alternator. Remove the alternator retaining bolts. Reverse the process to install the new alternator.
Disconnect the battery and just remove the bolts holding the alternator, disconnect the wire connection and remove the alternator.
It is built into the alternator.
Have the alternator tested.
