YES, wiring. Almost ALL vehicles that have a 3rd stoplight on the windows use the 3rd light as the main brake feed for the other 2 regular brake lights. so if your regular stop lights go bad but the 3rd one still works the most likely problem is going to be on the wire coming down from the 3rd light to feed the regular lights. use a test light or a vom/multimeter to determine if there's current coming thru the wires.check it at the outlet from the 3rd light and at the inlet of the other lighs.also check the sockets although i don't think that would be the problem

When your tail lights are out you can simply replace them. If they continue to blow, you may have an electrical problem.
Not exactly sure on the Windstar, but recently had the same question for a Contour: try pulling on the lightswitch. Note: the fog lights on the Contour can only be turned on when the headlights are on.
No the head lights are designed different from 95-97 to 98-00.

That would depend on what warning lights you are referring to. I'll need more information if I am to answer this fully.
If all the dash lights are out then there is two causes for this. The first is all the fuses have blown the other is the relay for the dashboard lights has went out.
Stock lights? If not, they might be drawing too much current for the relay.
check the brake pedal, there is a switch on the back of the pedal that depressed when the brake is depressed that turns the lights on, when this is loose it keeps the lights on.
