If you are still having periods and the tests have proved negative then you are not pregnant.
What you should do is in future take more care with your contraception.
It means that your periods may be slihtly irregular, it is very common for this to happen. Otherwise, you might be pregnant, but i think you will know if you are :L
Periods can be late because of stress,diet, age and maybe irregular periods. Go take a pregnancy test if you think you might be pregnant the cramping could be a sign that your coming on your period from pink princess

It is possible for you to be pregnant after having your tubes tied. But personally after my tubiligation I also have irregular periods, I've even had symptoms of being pregnant. And it has been 7 years since my tubiligation. My Dr. explained to me that since I'm wanting to have another baby so bad that my brain is "convincing" my body that it is pregnant and that is why I will have the "ghostly" symptoms of pregnancy. But it's always best to make sure you are or aren't pregnant when missing periods just to be on the safe side. I hope this helped. :)
Consult your doctor. I have the same problem with irregular periods. Come back with an answer because I would like to know too. I dont think there is a way to tell exactly. when i was pregnant with my son i had irregular periods and the doctors had to change my due date 4 times and they still guesses it wrong. i had an interesting time with my husband because of the issue also, they guessed days that he was not home but at 4 years old he cant deny him... they could have been twins. lol!!!
normally once you are pregnant , your periods stop. but sometimes , some ladys still get a show every month, so they dont always think they are pregnant, because the think they are still having periods.
