Not necessarily. If the old gasket is a rubber gasket then check the gasket and ensure it still fits in the groove OK and has no cracks. Then clean both surfaces and reinstall. If you use a cork gasket you can also reuse it if the old one is not too compressed or cracked. As for the gasket maker. Use only if the old one is cracked, and then sparingly. If in a bind and you cant wait to get a new one then use gasket maker to get you by. Put a good amount on the valve cover and let it get tackey on the surface prior to installing. This will give it some holding properties prior to it getting into its final position, but will still be pliable enough to seal the small cracks.
Be sparing. You will need to clean it all off next time you remove the cover. You also dont want a buildup of gasket maker in the internal workings that can come loose and clog up passages.
don't fix it!.. buy new head gasket is much better. In valve cover, just put gasket maker or silicon gasket maker.
Remove the valve cover.....scrape off old gasket.....clean gasket surface on valve cover....apply gasket sealent to valve cover gasket surface.....set gasket in sealent.....reinstall valve cover.
