The short answer is 'no'. You should check with your local United Church. Each congregation will have a marriage policy of their own. Some are quite open and inclusive and others are more restrictive. You will find a United Church of Canada congregation in Ontario that will allow marriages of non-members, non-baptized, even non-Christians without looking too hard.
