i had the exact same problem. i say that you should call him but be casual you know and if he seems interested he'll be happy but if hes just like oh hi then that means hes really just decided not to call you at all. and if this happens move on trust me hes not the only guy there are other guys out there who really care enough to return a phone call you know. hope this helps and remember keep your head up and don't let this get you down.
