I believe Craigslist has a policy against selling animals on their site. While some people do get away with it, it's techincally against the rules (at least the last time I read them).
Same goes for just giving away the pups.
It's not the best to give away animals. It seems like the best way to help a loving home find a pet, I understand, but at the same time, there are many individuals who scope out free pet ads and will take the animals to labs and get paid per animal for that.
Considering the amount of torture the pet would go through there, it's sad to say, but it's better to euthanize than to givce them away to random folks, if no verified good home can be found.
That I believe that is the main reason as to why they don't allow you to give away pets/sell them on CL.
There are many no-kill shelters however, who won't euthanize, and since the pups are young, will likely be able to find a home for them. You can also list them on Petfinder.com, though you'll probably have a hard time finding homes for all of them on there.
Also if the dogs have a specific breed in them (all or mostly lab, shepherd, husky, etc) you can see if there's a specific breed rescue near you that can help you find homes or they sometimes have people who can foster the dogs while a good permanent home is found.
Sorry to hear about your predicament. When you've figured out the pup situation, you may want to contact your local humane society or SPCA and find out about free or low cost spay clinics to have your dog spayed. :)

I think you're referring to a foreign tax credit. It's a concept that many jurisdictions have adopted by which you are credited in one jurisdiction for the tax you paid on income in another to avoid being taxed twice for the same income.

It does not affect ENTRY back into Singapore - the authorities are smart enough to let you come in and spend your money... but when you try to LEAVE the country it will be flagged up at Immigration checkpoint and you will be required to settle your liability before proceeding to the departure area / boarding gate.
