Try diagnosing the starter
you need to re-do the timing of the ignition system. the other possibility is the ignition is worn out and needs to be replaced.
It is not normal because that is a common ignition failure. This is can be caused by a broken lock pin in cylinder assembly.
If your battery is fully charged and the connections are clean and tight, the problem is probably that the contacts in the switch are corroded or worn, meaning your ignition switch will have to be replaced.
the ignition switch is bad. you have to replace the ignition switch and you will have to have a new key made with it. i just replaced it in my 1992 seville. that will solve your problem.
Probably the alternator is bad. Once the jumper cables are removed, there is no source for ignition if the alternator is bad. Have it tested and replaced if necessary.
Check condition of ignition coil. Replace if bad.
According to other sources I have found in researching this question on the web .. the problem is most likely the Shift Lever Assembly. From the MSN Site:"An occasional problem with this vehicle is the Shift Lever Assembly (Transmission Shift Lock Actuator), automatic transmission only, and the Ignition Lock Cylinder Assembly. A failure of the Shift Lever Assembly will prevent the Ignition Key from being removed from the Ignition Lock Cylinder. Failure of the Ignition Lock Cylinder may prevent he vehicle from starting. The cost to repair the Shift Lever Assembly is estimated at $73.00 for parts and $71.50 for labor. The cost to repair the Ignition Lock Cylinder is estimated tat $21.54 for parts and $39.00 for labor. All prices are estimated at $65.00 per flat rate hour and does not include diagnostic time and applicable taxes.
If my memory serves me right the ignition coil needs to be replaced. It has a tendency to get hot when it is not working properly.

I have just came up on this same problem with my 2000 Kia. Turns out it was the Ignition switch. $160.00 to have it replaced.
A faulty ignition switch can certainly prevent an engine from starting. Before wasting any more money, take the vehicle to the dealer and see what they'll do about the switch.
