Just reload Windows 98, all your files should still be available but you may have to hunt for them.

If all the windows quit working you need to look for a blown fuse in the fusebox.
Download and install Spybot S&D and run it. If AVG pops up during the scan and keeps Spybot from removing it, then stop the scan, reboot into safe mode and run Spybot again, that should do it. Have you checked the fuses?
After trying to use spybot and Ad Ad-Aware in the safe mode with no results, I tried many recommended solutions with no results. I noticed that every time I tried to get updates for Spybot, it claimed no new updates. I deleted Spybot and Ad-Aware and reinstalled both. When I scanned with Spybot, it went from about 14,000 to 23,230 bot-checks. After I ran it, the trojan.startpage was fixed, I then changed the homepage on my browser, and all is well.
Check fuses
Start by checking the fuses.
Try right-clicking on the icon and choosing run as administrator, then select allow when the security question comes up.
