I also own a 97 Ram 1500. Recently my headlights would go out when I tilted the steering wheel into the down position. I replaced the multi-switch (wipers, brights, turn signal) and the problem was solved.
Pull out on the headlight switch, and then press the fog light switch button in.

It's part of the headlight switch. With the headlights on, just pull the switch straight out towards you.
The fog lights are turned on by pressing the fog light button on the headlight switch. On my truck, you have to pull the switch out that turns the regular lights on.
If it is equipped with fog lights, you turn them on by pulling the headlight switch out one notch after turning the headlights on.
When turning headlights on, pull out on headlight switch knob.
Check fuses and the headlight switch.

pull headlight switch OUT toward you and make sure the fog light switch is pressed. It is located on the dash near the radio if they are factory lights.
Pull out on the headlight switch knob after rotating one notch clockwise.
