Kind of. Fish need to breathe water to get oxygen. If they can't breathe, or if the water has too little oxygen dissolved in it, the fish will die from lack of oxygen (I would say suffocate; you may say drown).

They wouldn't do so intentionally, but if they were to get stuck under a fallen rock, tangled in fishing line, or could not get to the surface for some other reason, then yes. They would drowned. They do not have gills, and they do breathe air from the surface.
