They wouldn't do so intentionally, but if they were to get stuck under a fallen rock, tangled in fishing line, or could not get to the surface for some other reason, then yes. They would drowned. They do not have gills, and they do breathe air from the surface.

The largest turtle ever recorded is the leatherback turtle in September 1988. It was washed ashore on Harlech Beach, Gwynedd. Sadly, the turtle had drowned after being trapped by fishing lines. It was approximately 100 years old when it died. A turtle and a scorpion came upon a river both wanting to get across. The scorpion asked 'take me across on your back' the turtle replied ' no - you are a scorpion and will sting me and we will both drown'. the scorpion replied ' no i won't sting you' so the turtle took the scorpion on his back and just before they reached the other side the scorpion stung the turtle and they began to drown...the turtle asked 'why did you sting me when you said you wouldn't' and the scorpion replied ' you knew i was a scorpion - it is my nature' and they both drowned.
If the fly already drowned, then it will always be dead. If we had the ability to revive a drowned fly, we would be able to revive a drowned human (but we can't yet).
